This review of Papua Public Expenditure Analysis shows that Papua Province is one of the most strategic areas in Indonesia and has a special autonomy status. This report is an update of the first report was made in 2005. Most of the recommendations resulting from the first report have been implemented. Nevertheless, so far there has seen no progress in various aspects of the financial management and public services in various fields. Papua is very rich in natural resources, such as the non-oil minerals and forest products. However, the challenges of development in Papua province are huge, both in geography, topography and demography. Papua is lagging behind in many areas of social and economic development compared to other areas in Indonesia in general, as seen in the various indicators of poverty, education, health, and infrastructure. Economy and investment in the province of Papua is dominated by the mining sector. During 2004-2007, the mining sector accounted for more than 50 percent GDP growth in Papua province. Outside of mining, the largest sector is agriculture, which over the same period accounted for about 14-18 percent of GDP. This sector absorbs most of the labor force. Since the beginning of the era of special autonomy, Papua has seen an improvement, although many issues still must be addressed: 1) Provincial Government, District / City Government with the support of the Ministry of PAN state needs to develop a resource management system of civil servants in a comprehensive manner; 2. systematic human resource development needs to be made, either through career hierarchy or capacity building, so as to overcome the problems of quality and quantity; 3. promotion system needs to be done on a competitive basis.
