Capitalizing on the lessons learned from the original Urban Community Driven Development Project (PRODEPUR) the second phase of the Project (PRODEPUR FA2) is to increase the direct transfer of public resources to community groups based (GCB) in urban poor communities targeted as priority areas, by: (i) financing of small scale investments proposed, implemented and managed by the grassroots community groups to enhance their access to basic services and income-generating opportunities to groups and associations in a beneficiary community; (ii) contributing to the strengthening of social capital and social cohesion in targeted communities; (iii) helping the Government of Haiti (GOH) to promote local development, good governance and transparency in the use of public resources and the inclusion of which are critical elements for the reconstruction of the country. All activities under this new initiative will be screened to ensure they are appropriate to their respective sites, impacts are identified and assessed so adequate and appropriate mitigation measures, including arrangements of institutional and budgetary resources are in place. Many negative environmental impacts associated with the activities under this additional program relate to impacts associated with different operational activities considered, for example, noise, dust, waste, water pollution, transmission of diseases. Potential negative impacts (direct, indirect and accumulative) concerning phase construction, operation and maintenance of sub-projects, especially those involving civil works and sanitation will be mitigated, if possible. As with the original project, mitigation measures will be identified and evaluated during the preparation of sub-projects, and included in the contracts clauses as to related costs thus constituting significant social and environmental benefits locally.
