School health refers to school-based interventions that have health and education outcomes, while school feeding refers to interventions involving the supply of food to school-aged children. School feeding is a part of school health, but because of the importance of the resources in school feeding, it is often treated separately. The World Banks Systems Approach for Better Education Results (SABER) is an initiative to collect and analyze information on government policies in order to improve education systems. Based on a review of the available evidence, the SABER, school health and school feeding program identified four school health policy goals with corresponding policy levers to highlight best practices and key challenges to inform policy decisions. These goals were selected based on the initiative known as the FRESH (Focusing Resources on Effective School Health) framework that was developed in partnership with the global community to provide a set of unifying principles to guide school health policies and programs globally. The four goals are: health-related school policies, safe, supportive school environments, school-based health and nutrition services, and skills-based health education.

The Toolkit provides a framework, guidelines, and set of practical tools to conduct a thorough analysis and diagnostic of trade competitiveness in the services sector with a methodology that sheds light on a country's ability both to export services and improve its export performance through policy change. This Toolkit is designed to be used in a modular way. Either a full country diagnostic can be undertaken or various parts of the toolkit can be used to address specific questions of interest, whether they pertain to existing services performance, the potential for expansion and growth in services trade, or policy options to increase competitiveness in services trade. The output of an STCD can be used to assess either the overall performance of a country's services sector or the performance of individual sub-sectors. This Toolkit complements the analytical framework for trade in goods provided by the Trade Competitiveness Diagnostic Toolkit (World Bank, 2012), and allows policymakers and experts in developing countries to better integrate services into their overall trade strategies. In addition, it will also be of interest to international organizations and development practitioners in both policymaking institutions and academia.

Despite increasing recognition of transit-oriented development as an effective strategic approach for sustainable urban development, most cities, particularly those in developing countries, do not have the practical know-how and expertise to make transit-oriented development happen. Because these cities are almost always under a severe fiscal constraint, they face great challenges in financing capital-intensive mass transit systems to reverse car-dependent urbanization. Development-based land value capture (LVC) in Hong Kong SAR, China; Tokyo; New York; Washington, DC; and London allows these cities not only to generate funds for transit investment and operation and maintenance but also to promote sustainable urban development. If adapted well to local contexts, such schemes have great potential to become an effective finance and planning apparatus for cities in developing countries.

Differences in wealth, parental education, and area of residence explain a bulk of this inequality in most of the countries in the sample. Consistent with what has been documented previously in the literature, the paper also finds a strong and stable correlation between inequality of opportunity and public spending on school education. An exploration of the changes in inequality of opportunity between the 2009 and 2012 rounds of the Programme for International Student Assessment, using parametric and nonparametric techniques, suggests that there has been little progress.

This paper builds a tractable partial equilibrium model to help explain the role of trade preferences given to developing countries, as well as the efficacy of various subsidy policies.
... انظر المزيد + The model allows for firm level heterogeneity in demand and productivity and lets the mass of firms that enter be endogenous. Trade preferences given by one country have positive spillovers on exports to others in this model. Preferences given by the European Union to Bangladesh in an industry raise profits, resulting in entry, and some of these firms also export to the United States. The parameters of the model are estimated using cross sectional customs data on Bangladeshi exports of apparel to the United States and European Union. Counterfactual experiments regarding the effects of reducing costs, both fixed and marginal, or of trade preferences offered by an importing country are performed. The counterfactuals show that reducing fixed costs at various levels has very different effects and suggest that such reductions are more effective in promoting exports when applied at later stages when firms are more committed to production. A subsidy of 1.5 million dollars to industry entry costs raises exports by only 0.4 dollars for every dollar spent, but when applied to fixed costs of production, it raises exports by $25 per dollar spent.

Does research add value to aid? Specifically, does impact evaluation research help or hinder the delivery of development projects? This paper analyzes the question by constructing a new data set of 100 impact evaluations and 1,135 projects approved by the World Bank between 2005 and 2011.

Evidence-based mid-course corrections, a clearer implementation road map, strengthened capacity on the ground, and observer effects are possible channels to explain the results. Hopefully, this analysis will stimulate discussion over the optimal balance between project financing and the impact evaluation research needed to deliver development outcomes.

These results suggest that trade is growing slowly not only because of slow growth of gross domestic product, but also because of a structural change in the trade-gross domestic product relationship in recent years. The available evidence suggests that the explanation may lie in the slowing pace of international vertical specialization rather than increasing protection or the changing composition of trade and gross domestic product.
