Before oil exports commenced in 1967, Oman's economy, mainly of subsistence agriculture and fisheries, virtually stagnated. Defense dominated public expenditures from 1967-1970, and little was spent on development until mid-1970. Oman has considerable potential for increasing agricultural production, with irrigation being of utmost importance.
