A framework for international comparisons of systems of cities (الإنجليزية)

Regional inequalities, spatial biases of national policies, and the problem of metropolitan area externalities are examined. Achieving particular city or metropolitan area sizes or trying to meet particular parameters of size distribution should not in themselves be policy objectives of any government.
