This study aims to better understand the role of cash transfers to support recovery and resilience efforts in Fiji. It was conducted in Ba, Rakiri, Tavua, and Korovou districts in December 2019, prior to COVID-19. It involved a review of Fiji’s flagship social assistance program, the Poverty Benefit Scheme (PBS) and follows a 2016 impact evaluation of top-up transfers provided after Tropical Cyclone (TC) Winston.
