This note reviews the sources and uses of IDA resources during the FY03 period. The total number of IDA eligible borrowers was 81 Fifteen of these countries were "blends" and, in principle, had access to IBRD loans; the remaining 66 were "IDA-only" borrowers (see Annex Table 1). FY03 marked the first year of implementation of expanded use of IDA grants, as agreed under the IDA 13 arrangements, to assist the poorest and most debt vulnerable countries...
